Shock Report: UN Investigators Say Israel Committing Genocide in Gaza

“The responsibility lies with the State of Israel,” said Navi Pillay, the commission’s chief and a former UN human rights commissioner. Since the war began nearly two years ago after Hamas’s October 7, 2023 attack that killed 1,219 people in Israel, the toll has been heavy. The human cost in Gaza has been devastating. According to figures from the Gaza health ministry, considered credible by the UN, nearly 65,000 people have been killed.
The vast majority of Gaza’s population has been displaced at least once, with many forced to flee multiple times. Tens of thousands are now on the move again as Israeli forces intensify their assault on Gaza City. UN investigators warn that the humanitarian toll is worsening, as the UN has declared a full-blown famine, adding to an already catastrophic situation.
Pillay, 83, who previously led the UN tribunal on Rwanda, stressed that the responsibility for these “atrocity crimes” rests with Israel’s highest authorities. Although the commission itself is not a legal body, its work can serve as critical documentation for international courts.
“We’ve shared thousands of pieces of information with the International Criminal Court prosecutor,” Pillay revealed, underscoring cooperation with The Hague.
In January 2024, the International Court of Justice (ICJ) ordered Israel to prevent acts of genocide in Gaza. Four months later, the International Criminal Court (ICC) issued arrest warrants for Netanyahu and Gallant. They are accused of suspected war crimes and crimes against humanity.
Pillay presented the report with a stark warning. “The international community cannot stay silent on the genocidal campaign launched by Israel against the Palestinian people in Gaza,” she said. “The absence of action to stop it amounts to complicity.”
While the UN itself has not officially labeled the situation in Gaza as genocide, senior UN officials have issued warnings. In May, the UN’s aid chief urged world leaders to act decisively to prevent genocide, while the rights chief condemned what he called “genocidal rhetoric” from Israeli leaders.
Israel has consistently rejected genocide allegations, arguing its actions are aimed solely at Hamas. Israeli officials frequently dismiss UN investigations as biased, antisemitic, and politically motivated.
The backlash has extended to Israel’s allies. Last month, the U.S. administration imposed sanctions on two ICC judges and two prosecutors. The U.S. barred them from entering the country and froze their assets. The move, condemned by rights groups, reflected Washington’s long-standing opposition to ICC jurisdiction over Israel.
The ongoing war stems from Hamas’s unprecedented October 7, 2023 assault, which left over a thousand Israelis dead and hundreds taken hostage. Israel’s subsequent military campaign, aimed at dismantling Hamas, has devastated Gaza. With homes destroyed, infrastructure decimated, and entire neighborhoods reduced to rubble, civilians bear the overwhelming burden of the conflict.
As of September 2025, the humanitarian picture remains dire. The UN has warned that famine, disease, and the collapse of healthcare threaten millions. Calls for a ceasefire and humanitarian access have grown louder, but a durable political solution appears distant.
