Tesla CEO Elon Musk commented that death penalty cases with clear evidence of guilt should move forward without unnecessary delay. “Death penalty cases where there is unequivocal guilt should move forward immediately,” he wrote, amplifying the debate nationwide.
Decarlos Brown Jr is a homeless man with an extensive criminal history dating back to 2011. Over the years, police have arrested him at least 14 times on charges including felony larceny, armed robbery, breaking and entering, assault, and making threats, according to reports.
In 2014, authorities convicted Brown of armed robbery and sentenced him to five years in prison. They released him in September 2020, but within five months police arrested him again for assaulting his sister at her Charlotte residence.
Brown’s erratic behavior escalated further earlier this year. In January, he placed false emergency calls to 911, bizarrely claiming that a “man-made material” was controlling his body and basic functions such as eating, walking, and speaking. Police officers, according to an affidavit, informed him that it was a medical issue beyond their authority.
Despite repeated arrests and troubling incidents, authorities did not keep Brown in custody. He instead lived on the streets of Charlotte at the time of the killing.
On the morning of August 22, Zarutska boarded a light rail train in Charlotte’s South End neighborhood. Brown sat quietly behind her for several minutes before suddenly pulling a pocketknife from his hoodie. Without warning, he stabbed Zarutska three times in the neck in front of horrified passengers.
Just 30 seconds later, Zarutska collapsed from her wounds. Brown exited the train at the next stop in a calm manner, but authorities quickly tracked him down and arrested him. Zarutska was pronounced dead on the train, her life tragically cut short far from her homeland.
The killing has sparked grief across communities. It has also fueled broader debates about public safety, criminal justice, and mental health in America. Many are questioning how someone with such a lengthy record remained free to commit another violent crime. For the Ukrainian refugee community, the incident represents a painful reminder of vulnerability, even in places once considered safe.
Brown now faces a first-degree murder charge. His case is expected to draw nationwide attention as it moves through the courts.
